I made a trip to the island of Usedom which is less than a 3-hour drive from Berlin. It's a nice place, but sadly it's full of German rich people here, and most importantly, there are those from the capital city. Today I had a very unpleasant experience with local people. There are terribly bad people in Germany! When I get back to my country, I don't think I'll ever treat German tourists nicely. I'm getting really mentally ill from Germans!

German wages are already pretty low keeping them somewhat competitive. If you read the article the measure is aimed at the long term unemployed meaning that no company wants to hire them anyway for various reasons (knowing this page there will be cries about moochers). It also mentions that jobs will be created around maintaining parks and roads besides suggesting social work places like for religious institutions or Caritas as they're obviously more likely to have the patience and the will to take on the unemployable. This all doesn't smack of giving such an edge to companies exporting globally but more of a center left effort to get people off the dole and into any kind of work (with an emphasis on local and community) eventually reducing the cost of keeping them on benefits.
The article says the employers, which include religious institutions (which already have too much leeway in not adhering to labor laws) and Caritas are happy about the funds and that new jobs will be created in roles such as park maintenance and agriculture (by the way, the only industry in Europe that has been powerful enough to secure funds from the EU budget) but both of these statements are just conjecture on the part of the author. There are no restrictions on the industry in which employers operate and of course the SPD and the (and I honestly mean this as neutrally as possible) liberal media like Zeit Online aren't going to use Volkswagen, Zalando and Osram as examples of beneficiaries. There are still plenty of no-skill jobs that need to be done in Germany and big corporations would be stupid not to exploit this.
I think you misread bauhof as bauernhof so it doesn't really mention agriculture. I can see why you'd see the social work part as conjecture since it's part of a separate sentence after the 'quote' from the CDU guy but it can also be read as part of continuing relaying what that person said (the paragraph also ends with references to the CDU views) since it fits the context and how the CDU sees the religious institutions and Caritas. It also mentions they pay more than minimum wage.
I agree that die zeit is on the conservative side and won't necessarily highlight how big business would benefit but I also think you're overestimating the need for no skill jobs, like for example car production is near fully automated and there's some skill, even if not much, to work a sht job at Zalando. Those positions would be filled if they really need them to be since they're by definition low paying and many can do them, it's hard to imagine business waiting around for this so they can start signing 5year minimum contracts as part of the conditions. It's easier for example to have healthy and young eastern Europeans on Werkvertrag that you can get rid of if need be, lacking rights etc. I'm not saying there won't be any businesses possibly taking advantage(if anything my guess would be that smaller businesses might) I just don't see how a bunch of handicapped and/or longtime out of work people with no hard skills are going to be such a massive contribution to productivity that's probably also why the suggestions run along community and social work. Germany is lacking apprentices and skilled labour and has 'stocked up' on the young low/no skill people and is struggling (for many reasons) already to find appropriate work for them.
