The compasion? The notion of friendship? And ironically, Germans seem to like volunteering in Africa a lot for humanitarian actions... Is all that only for Tinder photos and getting mechanically laid?
You should look up Robert Hares clinical criteria for psychopathic traits.You may find after researching that 98 per cent of all people you meet in Berlin,will tick the boxes on all traits required to clinically be diagnosed as suffering from one of the cluster B personality disorders or some form of ADHD,OCD,Antisocial Personality Disorder or at least some form of Sociopathy,stop fighting your gut,deep inside your body knows there's something deeply wrong and unpleasant here,when you can accept that,it all becomes a whole lot easier.
Trouble is that to survive here, you have to become like them, but it's so incremental, you don't notice how much you've changed until it's too late and you become psychotic yourself. BUT, admitting it has happened to you is the first step to recovering your real self again, even if somewhat more hermit like. I did. Two officers. Same case. One dude was incompetent-ish, seemed a bit useless, repeting everything I said adding „we cannot do anything“, while the other one seemed bright, good English, knew the law, confident, proactive... Big surpise: he was Turkish and I am so racistly grateful he was there...
In traffic stops tgey are arrogant and rude... so smug that they have caught the bad man redhanded... I just smile and listen to their arrogance with a dumb look, hand them my California Drivers license and say ... "English?"... they either get angry and spit about for 5 minutes or stumble with broken English for 5. Result is that I leave with no ticket.

I am Romanian and I live in Berlin. Yes, I always get a joke or two on stealing/begging, but meh!
Indeed, there are a lot Romanian Roma people in Berlin, no doubt... But except their “Hit the road, Jack” and “Despacito” playing in the Ubahn, haven’t seen so many actual begging. Maybe I live in the wrong area... I was approached by German hobos/beggers so far... If you don’t wanna pay the musicant gypsyes, don’t... easy as that. But I have to admit sometimes I enjoy understanding the creative offences they say to Berliners between their teeth and a smile... when they put a disgusting bothered face. I like’em. Regardless their bad music choice, they at least have running warm blood in their veins...

While I do agree on the fact that they have life in their eyes compared to rest of the boring german and nongerman berliners, I can tell you that, as a romanian myself, I don't give a poop about their warm blood when receiving sexual comments or getting approached in the unappropiate way - it happened to me several times while I was speaking in my native language on my phone in the S5 Bahn. I'm not going to step now in some fundamental attribution erros, hidden racism or some other simplistic explanation to a complex world. Just saying that the "live and let live" mindset leads to "ignorance is bliss".
But sometimes, ignorance is bliss... and if we don’t learn to ignore, we gonna fornicate up our minds with all the poop there is... There is no absolute good/bad, and better ignore what doesn’t bring added value. Like ze Germans do, but not quite. Think about their lack of education and neanderthalism when they comment. As long as they don’t grab/harm you and keep it in at a blabla level like idiots, ignore it... Protect yourself from loosing your neurons for poop you can‘t change/control...
