5 years here and I have never seen German parents playing with their children in public. Never seen German parents give their children affection in public. I've never seen a parent kiss their child, or baby-talk to their baby, bounce or swing their baby in their arms, never saw a parent playing tag or catch or hide-and-seek. Never saw parents holding hands of their little children. Never heard a parent singing to their child as they walk. Never saw a toddler who was just so excited to know how to say hello, that he wants to greet everybody he passes.
I think in my childhood I got more play and affection from my parents in one after-dinner stroll than I have seen in 5 years of families in Berlin.
Parents call their children to follow, or buckle them into the strollers and that's about the extent of their interactions. There is a very real coldness here.
I am kinda skeptical without reading the vook myself (which probably is illegal in Germany). Scientific American belongs to a massive German publishing house and German media loves the whole "poor German victims" ans "it was all the nazis" angle.
Dr Spock was also super popular in the 40s and 50s in the U.S. and also advocated for letting babies cry it out, but I highly doubt parents back then would have considered indifference from a baby when its parent leaves the room as positive. I think there's more to the way Germans act - the Prussian history might be closer to the truth. I don't think 15 years of misguided parenting can ruin an entire nation to the degree that is obvious in Germany.

Do you think there can be some good from living in Berlin? Even though it was hellish and I am still recovering I don’t regret moving there.... because now I am grateful for my life outside of there. I appreciate my home country and all that trash germans said about it, or made me feel bad about myself, was wrong. I am proud of my origin and I see the beauty in things I didn’t notice before. Plus compared to Germany I feel life is so relaxed here, I am grateful to live in a place where I feel more comfortable and happy
